My understanding of the way Katniss is portrayed is that she is quite intelligent, but makes terrible social gaffes when it comes to politics. She shows the capacity to learn about emotions and put together motivations with emotions and come to conclusions when it comes to her mother and sister and Rue's family and Gale -- but not when it comes to anyone else or trying to save her own life!
...and I agree, that book you linked has a lovely cover but a dreadful blurb! *g*
