I think the main reasons why writers can't see the problems with their work is that they can't see them (yet) - and going over it twenty times won't give you that skill. Only going away and working on something else and reading a lot and looking at other people's writing closely _will_. Eventually. (I don't know whether it's more frustrating to not see what's wrong with your work or to see it without being able to write better. Both phases suck, frankly.)
But the lack of ability *to* notice means that you'll always need an outside editor by definition - someone who doesn't share your blind spots.
